Temporary Storage

In order to ensure customs supervision of non-EU goods brought into the EU customs area, an entry summary-declaration must be made for all non-EU goods the moment they arrive inside the customs area.

The goods are then be placed into temporary storage. Non-EU goods in this type of storage are placed under a customs procedure or re-exported within 90 days. The holder of the procedure is responsible for paying the import charges due if the goods are discharged from temporary storage without being placed under a customs procedure.

Temporary storage also permits the movement of non-EU goods held in temporary storage, from one procedure holder to another (e.g. port transfers between various container terminals or to another dock).

The new holder of the procedure is then responsible for temporary storage. Movement of goods from one temporary storage facility to another has to take place under the name of the procedure holder who has access to the ATLAS system.
